Blue Jays Bullpen Coach Hiring: Genius Move or Desperation?

The Blue Jays hiring Graham Johnson as their new bullpen coach has me wondering if this is a stroke of genius or a desperate attempt to fix a glaring weakness. Johnson has a solid background in player development, but is that enough to turn around a bullpen that was statistically one of the worst in the league last year?

This move, coupled with the other coaching changes and the clear need for new relievers, makes me think the Jays are going all-in on a rebuild of their pitching staff. But is it too little, too late? Are they missing a key piece of the puzzle?
